REGISTRATION AND TEAM ELIGIBILITY
ENTRY FEES
An application must be provided and is considered incomplete without entry fee being paid. Once a team has been accepted to play in the tournament and a team withdraws no entry fee will be refunded. No refunds will be provided due to inclement weather and field closures.
TEAM CHECK IN: To be determined. We are going to introduce a new format for team check-in in hopes we can provide a more convenient way to have our participants check in prior to their first game. We realize that it poses a huge inconvenience for some to check in Thanksgiving night, we hear you! and want to make your entire experience at our tournament a positive one. Once we have finalized the plan we will provide the final details. While team check-in will remain "mandatory" we hope that we can offer a few options to make the process more convenient for all.
Foreign Teams In those brackets containing more than one foreign team, the USYSA "Friendly Five School Boy Rule" shall apply. Foreign players must present passports at registration or, if from a nation that the United States does not require a passport, proof of entry in to the United States that is required by the United States. Teams are required to have and present player picture identification cards. Tournament rules require that the team have a completed form from its Provincial or National Association approving the team’s participation in the tournament.

ROSTERS
Boys and Girls U9 through U19 are eligible to participate in our tournaments. The maximum number of players on the roster depends on your association's rules, for example US Club Soccer allows 26 and CalSouth allows 22 and some younger age groups less. However, 18 players must be named prior to each game and listed on a game card. Non-participating players should be scratched out for each game.
Unlimited guest players are allowed. Guest players can be written in to your roster.
No player may compete in the Tournament in two age groups in the same weekend.
PLAYER CREDENTIALS
Player picture identification cards are to be present and available at all matches. Identification cards are required to be checked by the referee prior to each match.
SAFETY EQUIPMENT
All players are required to use shin guards at all times. No shin guards - No play! No protests will be accepted. No jewelry may be worn.
CASTS
Players are not allowed to play in a cast or soft braces that contain pieces of metal.
UNIFORMS
The home team will be listed first on the game schedule. The home team will change jerseys in case of a color conflict. The visiting team or team listed second will switch sides in case of a conflict.
NO RUNNING CLOCK
The Nomads tournament does not accept “Running Clock” aspect. Every effort should be made to keep the game on schedule. The referee is in charge of determining if time should be added for injuries or stoppages.
NO SHOWS
All games will begin on time. A forfeit will be declared if a team cannot field a minimum of seven (7) players at start time.

POINT SYSTEM
The following point system will be used to determine 1st in each Group and the wildcard selection during preliminary rounds:
Two (2) points for each win
One (1) point for each tie
Zero (0) points for each loss
No points are deduced for accumulated red and yellow cards.
A forfeit will be scored as a 1 - 0 game. The 1-0 will not be counted as goals for or against to determine tie breaker for advancement.
TIE BREAKER RULES
For divisions with wildcard teams, the wildcard teams will be the teams that do not win their bracket, with the highest point totals. In the event of a tie on point totals, the below tie breaking system will apply.
1. Head to Head (where applicable).
2. Fewest goals allowed.
3. Most goals scored.
4. If required to determine the winner for advancement after steps 1, 2, & 3 still result in a tie, penalty kicks will be taken thirty (30) Minutes before the scheduled start of the quarterfinal or semifinal game.
If more than two teams are tied at the end of the preliminary round, the tie breaker rules listed above will be used until one team is eliminated (starting at step 2).
The remaining two teams will be compared beginning again with Step 1 of the Tie Breaker Rules (Head to Head) until 1 team is determined the winner.
Bracket & Game Formats:
Championship games ending in a tie will have two ten (10) minute overtime periods (not sudden death). If still tied, F.I.F.A. penalty kicks will be used to determine the winner.
In case of inclement weather or field conditions, games may:
1. Be shortened
2. Go to F.I.F.A. penalty kicks
3. Be canceled - Score will stand if game is in to the second half. If cancelled prior to half time score is determined by penalty kicks.
If the Tournament Director rules that during the preliminary round penalty kicks will be taken due to inclement weather or field conditions, the following rain rule will apply:
· Each team will take a maximum of five (5) penalty kicks if stoppage is before Half Time. If after half time score will stand as is.
· At the end of five (5) kicks the game will be scored as a 1-0 win for the team that has scored more penalty kicks, or a 0-0 tie if both teams are tied in penalty kicks at the end of five (5) kicks
· In the overall standings, 2 points will be given for the win, 1 point for a tie and 0 points for a loss
· The 1-0 win in penalty kicks will not be counted for or against to determine the tie breaker for advancement
· If regular games have been played in the bracket and the Tournament Director has determined that other games go to penalty kicks due to inclement weather or field conditions, the regular games score will revert back to a 1-0 win or a 0-0 tie.
In the event of an unusual event that results in a significant loss of game time, the lost game time may be rescheduled at the discretion of the Tournament Directors. The rescheduling of the lost game time is subject to field availability. An example of an unusual event would be a major injury to a player, which prevented the use of the playing field. The Tournament defines a significant loss of game time as more than half of the game. An accumulation of time delays due to minor/moderate injuries to several players would not constitute an unusual event nor will these delays be considered lost game time. An accumulation of time delays resulting from the normal course of a game will not be considered lost game time.
COMPETITION FORMAT
The Tournament reserves the right to alter the game formats to enhance competition and to improve the overall quality of the Tournament.

For those new managers out there:
Cross Over means you don't play the teams that you are seeded against in your bracket, you play the teams in the opposite bracket. For example, A plays B and B plays A.
Round Robin means you play the other teams you are seeded against within your bracket. For example, all 4 teams in group A play each other.
SIX TEAM DIVISIONS
Will consist of two (2) groups of three (3) teams each. They will play a cross-over format. i.e., Teams in Bracket A will play Teams in Bracket B (2 games Friday and 1 game Saturday morning).
Top 4 teams will advance to the Semi-Finals.
Seed 1 vs. Seed 3, Seed 2 vs. 4. Seeding is based on Point totals regardless of the group. NOT group winners. Top four teams with the most accumulated points from both brackets advance. 1st Tie breakers applies if teams played head to head - if they did not play head to head or the game was tied the tie breaker rules apply starting at step 2 which is Least goals against etc. etc.
EIGHT TEAM DIVISIONS
Will consist of two (2) Groups of four (4) teams each. Each team will play the other teams in its Group for a total of three (3) preliminary round games (2 games Friday, 1 game Saturday morning). The winner of Group A will play the second place team in Group B in Semifinal #1, the winner of Group B will play the second place team in Group A in Semifinal #2 (Either Saturday afternoon/evening, or Sunday morning). The Semifinal winners will meet in the Final
TEN TEAM DIVISIONS
Will consist of two (2) groups of three (3) and one group of four (4). Teams in Bracket A will play teams in Bracket B, teams in bracket C will play a round robin within their four (4) team Bracket C. Team with the highest points between Bracket A and Bracket B (Seed 1) combined will advance to play the (Seed 3) W/C #1 (from all groups) and (Seed 2) 1st in Group C play the (Seed 4) W/C #2 (from all groups) Winners meet in the final.
TWELVE TEAM
Will consist of three (3) Groups of four (4) teams each. The winner of each group plus 1 W/C will advance to Semi-Final. The winner of Group A will play the winner of Group B. (Semi-Final 1) The winner of Group C will play W/C (from all brackets team with highest points and then using tie breaker rules (Semi-Final 2) If wild card comes from Group C then wild card will play the winner of Group A and the winner of Group C will play the winner of Group B. The semifinal winners will meet for the Championship
FOURTEEN TEAM DIVISIONS
Will consist of four (4) groups – two (2) groups of four (4) which will play within their bracket (round robin formation within their four(4) team division) and two (2) groups of three (3) which will play crossover (Group A plays teams in Group B and Group B plays teams in Group A).
Winner of Group A/B combined will be Seed 1 (team with the highest point total for 3 games from group A or B)
Group A/B Seed 1 will play 1st Place of Group D (Seed 3) - Semi-Final #1
1st Place of Group C (Seed 2) will play W/C #1 (seed 4) - Semi-Final #2
(W/C comes from all brackets - see tie breaker rules (head to head tiebreaker rule will apply if applicable otherwise tie breaker rules will start at step two, least goals against etc etc.)
Semi-Final winners will meet in the final

Will consist of four (4) Groups of four (4) teams each. Each team will play the other teams in its Group for a total of three (3) preliminary round games. The winner of Quarterfinal #1 will meet the winner of Quarterfinal #3 and the winner of Quarterfinal #2 will meet the winner of Quarterfinal #4. The semifinal winners will meet for the Championship.

If Wild card#2 comes from Group D, then Wild card #2 will play the winner of Group E and Wild card #3 will play the winner of Group D. (Any additional conflicts with wild card teams will be resolved by the Tournament Directors The winner of the Quarterfinal #1 will meet the winner of Quarterfinal #3 and the winner of Quarterfinal #2 will meet the winner of Quarterfinal #4 in the semifinals. TWENTY-TWO TEAM DIVISIONS
Will consist of six (6) Groups – Group A and B will play a crossover format, and Group C, D, E and F will play round robin within their division. Each team will play a total of three (3) preliminary round games. The winner of Group A/B will play Wild card #1 in Quarterfinal #1 (Game 1). The winner of Group C will Wildcard #2 in Quarterfinal #2 (Game 3). The winner of Group D will play Wild Card #3 in Quarterfinal #3 (Game 2). The winner of Group E will play the winner of Group F in Quarterfinal #4 (Game 4).
HEAD TO HEAD IS NOT UTILIZED WHEN CALCULATING TIES IN WILD CARDS. WILD CARDS ARE CALCULATED FROM ALL TEAMS IN THE AGE GROUP DIVISION
If Wild card #1 comes from Group A/B, then Wildcard #1 will play the winner of Group C and Wildcard #2 will play the winner of Group A/B. If Wildcard #2 comes from Group C, then Wildcard #2 will play the winner of Group A/B and Wildcard #1 will play the winner of Group C. (The Tournament director reserves the right resolve conflicts). The winner of Quarterfinal #1 will meet the winner of Quarterfinal #3 and the winner of Quarterfinal #2 will meet the winner of Quarterfinal #4 in the semifinals. The winners of semifinal games will meet for the Championship.
SUBSTITUTIONS
FIFA substitution rules apply. A player may be substituted on at a stoppage of the play with the permission of the referee.
MATCH BALL
If a tournament ball is not available, the home team must provide a match ball.
BENCHES
Where benches are supplied, we encourage teams to remain on the same side of the field. Home team has first choice. When no benches are supplied, we encourage teams to remain on the same side of the field.
TBA’S
The Tournament Director reserves the right to amend brackets in the event that a team pulls out of the tournament last minute or is a no-show. The Tournament Director will ensure the remaining teams are provided with the best possible tournament competition play for the good of the game.
There will be no refunds or reimbursements of tournament application fee for cancellation or forfeiture of games.
The following rules of conduct apply:
All coaches have complete responsibility for the conduct of their players, bench, friends and spectators at all times. If, in the opinion of game officials, a game must be terminated for misconduct of players, bench or spectators, the offending team can be suspended from further play and forfeit that game and all remaining games. In this event, all previous points earned remain as played.
CONDUCT AND DISCIPLINE – RED AND YELLOW CARDS
A player OR coach given a red card in a game shall be expelled from that game, and shall not be replaced in that game and are not permitted to play/coach in the next game, as a minimum. The Tournament Directors may give a further suspension for violent conduct. When a red card is given the player/coach should leave the immediate playing area. The coach must not participate in coaching a game that he/she has been suspended for, he/she must not sit on the bench or coach from the sideline at all. A player may sit on the bench during the suspended game, but not in uniform. Player cards must not be kept by the Referee but be given back to the team at the end of the game. Two yellow cards in the same game are equal to a Red.
DISPUTES & PROTESTS
Anyone wishing to file a dispute or protest can do so at tournament headquarters where an incident report will be provided. A tournament director will call the dispute or protest to the attention of the Club’s Director of Coaching and a meeting will be set-up to discuss the dispute/protest in person. The Director of Coaching is Derek Armstrong. Decisions by the referees may not be appealed, and decisions by the entity deciding a protest or dispute are final and may not be appealed. All non-referee disputes will be resolved in person.

CONCUSSION INITIATIVE FOR ALL AGE GROUPS
Per U.S. Soccer’s Concussion Initiative, if a player is suspected to have a head injury the referee is instructed to stop play to allow for treatment/evaluation as needed If the player leaves the field of play for additional evaluation, a substitution can be made in that moment. The player with the suspected head injury may not return to the game unless a Health Care Professional (HCP) or Certified Athletic Trainer (ATC) has cleared the player. Any coach or parent insisting on returning the player to the game without approved clearance will result in the referee ending the game. CERTIFIED ATHLETIC TRAINER WILL BE AVAILABLE AT UCSD FIELD #1 (Hopkins Drive on the UCSD Campus).
For U11 and younger - Deliberate heading is not allowed. If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred. Heading is currently allowed in U12 games without limitations but membership is empowered to limit or ban heading at this level of play.
BUILD OUT LINE IN SMALL SIDED GAMES
The build out line promotes playing the ball out of the back in a less pressured setting When the goalkeeper has the ball in his or her hands during play from the opponent, the opposing team must move behind the build out line until the ball is put into play Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punts and drop kicks are not allowed) After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal The opposing team must also move behind the build out line during a goal kick until the ball is put into play.
If a goalkeeper punts or drop kicks the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense If the punt or drop kick occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.
The build out line will also be used to denote where offside offenses can be called Players cannot be penalized for an offside offense between the halfway line and the build out line Players can be penalized for an offside offense between the build out line and goal line.
Build Out Line Practical Applications Ideally, the goalkeeper will wait to put the ball into play once all opponents are past the build out line However, the goalkeeper can put the ball into play sooner but he or she does so accepting the positioning of the opponents and the consequences of how play resumes.
To support the intent of the development rule, coaches and referees should be mindful of any intentional delays being caused by opponents not retreating in a timely manner or encroaching over the build out line prior to the ball being put into play Coaches are responsible for addressing these types of issues with their players Referees can manage the situation with misconduct if deemed appropriate Referees should be flexible when enforcing the 6 second rule and counting the time of possession should only begin when all opponents have moved behind the build out line.
